Why classic Outlook only shows one frame

The one rule: make the first frame count
Because the non-animating case always shows frame one, design your GIF so the first frame is a complete, on-brand image with your product and key message (or price) already visible. Then animating clients get the motion, and classic-Outlook readers still get a strong static image. Nothing looks broken either way.
